Letter to Editor: Merit cum preference

Date:

Respected Ma’am
I want your kind attention to a problem/confusion faced by aspirants. JKSSB issued Panchayat account assistant notification recently and one of the clauses in the notification is the “merit cum preference”. There is a lot of confusion regarding this. There are two interpretations of the clause circulated.
1) Some people are saying that there will be an overall UT level merit list and preferences are just for posting, that in which district you want to be posted.
2) But another interpretation of this clause circulated is that both merit along with preference would determine one’s final selection, I want to explain this statement with an example.
Say a student Raja scoring 80 marks chooses Jammu as first preference and Samba as 2nd while another student Rashid scoring 79 marks chooses samba as first preference and Doda as 2nd preference. If raja could not be selected in Jammu which was his first preference then would he be selected in Samba against Rashid having samba as first preference and only one mark lower then Raja. Many say that Rashid would be selected first though he has one mark lesser then raja, because has chosen Samba as first preference and Raja’s preference for samba, was 2nd. Which among these two interpretations is correct? This is all about I wanted to understand. We students would be highly thankful if you solve this query.

Thanking you

Sageer Ahmed
